Bellview Cemetery

After decades of mismanagement, this Sacramento County cemetery was purchased by the Bethany Slavic Missionary Church and incorporated into "Quiet Haven Memorial Park" in the late 1990s. Despite the church's pledge to do right by those buried here, precious little has been done to improve this graveyard, leaving it in a sad state of neglect. Don't the dead deserve better?

Can anyone please explain?

Apparently some attention was paid to these two graves but the tasks were left unfinished?
